But from your quote hes merely excluding people who were raised nonmonotheistic as idolators while maintaining it as a requirement. It seems that most people do not fall under the Noahide laws. People who have abortions or perform them violate the third against "murder" according to the Talmud. If somone is lgbt they'll be violating the fourth. And then there's the whole concept that they're just doing what their parents did mindlessly. This seems condescending or at least a legal fiction as clearly people believe in their religions. What's more there are many people who convert to religions or become atheists or agnostics or deists and cannot be considered to just be "listening to their parents". It would seem large portions of the population, especially in modern times with easy access to other religions and increased sexual freedom a very large portion of the population would not fall under any of these opinions. Yes as you say "eiva" still works but isn't the whole point of this supposed to be solving that issue? Is simply reducing the size of the population we're discussing really that helpful?
